Constitution

Article I - Name

The name of this organization will be KPSU.

Article II - Mission NOTE – shall we include the internet in this mission?

KPSU is a student operated and managed college radio programming service. Our mission is to provide the Portland community with a high quality college radio source unlike any other available. KPSU strives to become nationally recognized as the leader in student managed college radio. KPSU is working to become an FCC licensed radio station with our own studio, production, office, and library space. The four cornerstones of KPSU are: student development; diverse listener satisfaction; community involvement; and student management. Our long-term strategy and short-term objectives will continuously evolve and build upon these cornerstones. The cornerstones serve as a foundation to balance our future decisions and actions in accordance with the needs of all KPSU stakeholders. Our stakeholders include: Portland State University students; KPSU listeners; KPSU student members; KPSU community members; Portland State University; Portland Public Schools; and KBPS.

Article III - Membership

KPSU is a student organization and does not discriminate on the basis of age, disability, national origin, race, marital status, religion, sex, or sexual preference, in any of its hiring or service practices.

Membership in KPSU is open to all students of Portland State University, and also faculty, staff and other community members with a genuine interest in working to achieve the above-mentioned mission. An individual is considered a temporary member when he/she submits their name, address, phone number, social security number, and photocopy of driver’s license and/or Portland State University Student Identification card to the KPSU office in writing.

Membership is broken into the following categories:

NOTE: we never vote on anything anymore, but it used to be this way, do we still want to leave this in here?

Voting member: any KPSU member registered as a student at PSU who pays the Incidental fee and who comes to the general KPSU meetings once a month, and who regularly participates in the activities of KPSU. Meeting attendance and volunteerism will be based on the activity of the member after the first sixty days of membership and every term thereafter.

Community member: any KPSU member who is not a registered PSU student who comes to the general KPSU meetings once a month, and who regularly participates in the activities of KPSU. Meeting attendance and volunteerism will be based on the activity of the member after the first sixty days of membership and every term thereafter. Community members do not have voting rights. There is no limit to the number of community members allowed to join KPSU as volunteers, but not more than 20% of KPSU’s programming may be occupied by community members.

Article IV - Officers ANY OTHER TITLES TO ADD?

The officers of KPSU are Station Manager, Program Director, Promotion Director, Production Director, Development Director, Music Director, Assistant Music Director, and Volunteer Director. Job descriptions for each officer are available in the KPSU office. No member can hold more than one office at any time. The officers are responsible for fulfilling the responsibilities detailed in their job descriptions and directing volunteer activities based on those duties. The officers meet weekly as the Executive Committee??? To report all activity by themselves and volunteers working with them and to discuss station policy and concerns. The Executive Committee meeting is considered a staff meeting and is not open to the general membership or to the public. Anyone may address the Executive Committee by arranging an appointment. The Executive Committee will report their recommendations to the general membership at regularly scheduled general meetings.

Article V - Hiring

The paid positions will be hired each year during the month of June. Candidates will be interviewed by a hiring committee consisting of all KPSU officers and all interested voting. Each paid position is recommended for hire to the KPSU Student Development Advisor by a majority (51%) vote of the voting membership participating on the hiring committee. The Portland State University hiring practices as defined by the Office of Student Development will be followed:

The hiring process must be initiated within thirty days of a position becoming vacant. Any position vacated before the official hiring time frame may be filled by temporary assignment of an eligible voting member selected by a majority vote of the Executive Committee.

Assistant Music Director

This position is open to any currently enrolled Portland State University student carrying at least eight undergraduate or six graduate credits per term.

Educational Value The educational value for this position is .80. This position provides significant learning and growth opportunities in a co- curricular context that will expose the Assistant Music Director to challenges in leadership development and team-building on campus and in the community. Through guidance and instruction received from the Student Development and Faculty Advisors, the Assistant Music Director will learn skills in organization, time management, program development, communication, conflict resolution and critical thinking. The Assistant Music Director will also learn skills and gain knowledge in FCC rules and regulations, record company relations, and networking with professionals in the music industry and in the college radio environment.

Expectation of Time The level of expected time for this position is 1.0, which averages 16-20 hours per week. The position works irregular and inconsistent hours that will be determined by the needs of the various constituencies served. A minimum of 6-8 regularly scheduled office hours is expected and will be served at the discretion of the Music Director and Assistant Music Director. Satisfactory performance of this position will be judged according to the extent to which the duties and responsibilities outlined below are fulfilled, regardless of the number of hours actually worked.

Level of Responsibility This position will carry a .80 level of responsibility. The position impacts a significant number of students at Portland State University. The accountability is very high because the consequences of weak performance are great for students and the community who participate in this program.

Compensation: Stipend of $475/mo.

Duties and Responsibilities.
Assist Music Director as needed in the following areas:

  • the management of the music library.
  • maintaining security features of KPSU library, such as ordering cabinets and locks as needed.
  • maintaining frequent contact with over 200 record labels and distributors across the United States in order for KPSU to receive free materials (CDs, Records, Tapes, Stickers, tee-shirts) for air play and also as give away materials for station promotion and development.
  • Keeping track of every music recording as follows: KPSU must be written on the CD / tape / vinyl and also the cover, the material is numbered and placed in our database that keeps an alphabetized listing of everything we have in the studio, mark all songs that are not playable for air (report from team members) the material is placed in the studio for DJs to use, within two weeks.
  • Coordinating volunteers to preview new material and censor any material not suitable for air play.
  • Soliciting materials from music companies to be used as premiums during annual pledge drive.
  • Keeping KPSU members aware of opportunities to conduct interviews, invite national guests, and improve the broadcast of KPSU.
  • Attending weekly staff meetings.
  • Meeting every week with Music Director to report progress of goals.
  • Attending annual CMJ conference and prepare report and presentation of experience.

Computer Director

KPSU is a Student Fee funded organization, whose mission is to provide the Portland community with a high quality college radio source unlike any other available. KPSU strives to become nationally recognized as the leader in student managed college radio. The four corner stones of KPSU are student development, diverse listener satisfaction, community involvement, and student team management. This position is open to any currently enrolled Portland State University student carrying at least eight undergraduate or six graduate credits per term.

This position provides significant learning and growth opportunities in a co-curricular context that will expose the Computer Director to challenges in leadership development and team building on campus and in the community. Through guidance and instruction received from the SALP and Faculty Advisors, the Computer Director will learn skills in budgeting, organization, time management, program development, communication, conflict resolution and critical thinking. The Computer Director will also learn skills and gain knowledge in FCC rules and regulations, record company relations, and networking with professionals in the music industry and in the college radio environment.

Expectation of Time: The level of expected time for this position is 1.0, which averages 16-20 hours per week. The position works irregular and inconsistent hours that will be determined by the needs of the various constituencies served. A minimum of six-eight regularly scheduled office hours is expected and will be served at the discretion of the Computer Director. Satisfactory performance of this position will be judged according to the extent to which the duties and responsibilities outlined below are fulfilled, regardless of the number of hours actually worked.

Level of Responsibility: This position will carry a .80 level of responsibility. The position impacts a significant number of students at Portland State University. The accountability is very high because the consequences of weak performance are great for students and the community who participate in this program.

Computer Director Duties and Responsibilities:

  • Develop and maintain a content management system for the KPSU website.
  • Perform routine web site design and maintainence.
  • Maintain the station's webstream broadcast.
  • Administer the mailing lists used by the staff and DJs for communication.
  • Maintain computerized database of the station's music catalog.
  • Liase with computer and tech departments on campus.
  • Stay current with changing technologies.

Development Director

KPSU strives to become nationally recognized as the leader in student managed college radio. The four corner stones of KPSU are student development, diverse listener satisfaction, community involvement, and student team management. This position is open to any currently enrolled Portland State University student carrying at least eight undergraduate or six graduate credits per term.

This position provides significant learning and growth opportunities in a co- curricular context that will expose the Development Coordinator to challenges in leadership development and team- building on campus and in the community. Through guidance and instruction received from the Student Development and Faculty Advisors, the Development Coordinator will learn skills in budgeting, organization, time management, program development, communication, conflict resolution and critical thinking. The Development Coordinator will also learn skills and gain knowledge in FCC rules and regulations, interpersonal skills, development and fund-raising techniques, grant writing, and networking with professionals in the college radio and development fields.

Expectation of Time: The level of expected time for this position is 1.0, which averages 16-20 hours per week. The position works irregular and inconsistent hours that will be determined by the needs of the various constituencies served. A minimum of five regularly scheduled office hours is expected and will be served at the discretion of the Development Coordinator. Satisfactory performance of this position will be judged according to the extent to which the duties and responsibilities outlined below are fulfilled, regardless of the number of hours actually worked.

Duties and Responsibilities

  • Attendance at weekly staff meetings.
  • Assists in the development of the Student Fee budget in consultation with KPSU community and student members.
  • Collaborates with other student organizations and campus entities.
  • Responsible for planning, coordinating and implementing all fund-raising activities of the radio station within the limitations and context of the University environment.
  • Recruits and trains a strong, dedicated group of volunteers to serve on the Development Team.
  • Maintains the Development Team handbook.
  • Oversees all underwriting sales activities, including sales training, tracking of accounts, communicating with Programming Team Coordinator to ensure timely and accurate scheduling and airing of underwriting spots.
  • Oversee all program guide advertising sales.
  • Oversee all grant writing activities, including the working with the PSU Development Office, identification of sources and the timely and accurate submission of application.
  • Track personal services contracts, underwriting contracts and sales representative contracts.
  • Develop rate sheets, information cards, and contracts as needed.
  • Track trade-out values to ensure contract fulfillment.
  • Track community member progress on underwriting sales.
  • Approve underwriting copy.
  • Develop a listener membership program for the station.

Music Director

Level of Responsibility: This position will carry a .90 level of responsibility. The position impacts a significant number of students at Portland State University. The accountability is very high because the consequences of weak performance are great for students and the community who participate in this program.

Compensation: Stipend of $720/mo.

Duties and Responsibilities

  • Manage the music library.
  • Maintain security features of KPSU library, such as ordering cabinets and locks as needed.
  • Maintain frequent contact with over 200 record labels and distributors across the United States in order for KPSU to receive free materials (CDs, Records, Tapes, Stickers, tee-shirts) for air play and also as give away materials for station promotion and development.
  • Report to the College Music Journal (CMJ) every week, list the Top 35 plays of the week for the station.
  • Submit a 200-300 word article, called a Dialogue, to the CMJ that is published in the magazine every other month.
  • Keep track of every music recording as follows: KPSU must be written on the CD / tape / vinyl and also the cover, the material is numbered and placed in our database that keeps an alphabetized listing of everything we have in the studio, mark all songs that are not playable for air (report from team members, also see new policy below) the material is placed in the studio for DJs to use, within two weeks.
  • Coordinate volunteers to preview new material and censor any material not suitable for air play.
  • See new policy regarding CD REVIEW LABELS below.

    I.Genre Directors and Volunteers are to listen for content of which they review, i.e. which tracks have swears and which tracks do not have swears.

    II.The option of adding "play at your own risk" to the cd review label is strictly reserved to both the Assistant Music Director and the Music Director used in the event of cd's which are time sensitive. During the school year the Music Department receives over 50 cd's a day, 20 to 30 of those being Indie Rock alone. In the event that these cd's being to build up, which they occasionally do, only the Music Director or Assistant Music Director will be allowed to place the cd's onto the shelves with the warning that these cd's are in fact "play at your own risk." If in the event that a genre director outside of Indie Rock obtains to many cd's to review, the genre director may be personally given the privilege under the discretion of either the Music Director or the Assistant Music Director, of adding "play at your own risk" to the title. This is in fact a privilege and may be taken back in accordance to genre volume, or for any other purpose seen fit with the judgment of the KPSU Music Directors office only.

  • Assist Development Director acquire trade-out products from music stores.
  • Solicit materials from music companies to be used as premiums during annual pledge drive.

The Program Director will also learn skills and gain knowledge in FCC rules and regulations, interpersonal skills, radio broadcast equipment, college radio programming, and networking with professionals in the college radio environment.

The position works irregular and inconsistent hours that will be determined by the needs of the various constituencies served. A minimum of five regularly scheduled office hours is expected and will be served at the discretion of the Program Director. Satisfactory performance of this position will be judged according to the extent to which the duties and responsibilities outlined below are fulfilled, regardless of the number of hours actually worked.

  • Assists in the development of the Student Fee budget in consultation with KPSU community and student members, and the Student Development Advisor.
  • Work to coordinate the broadcast of KBPS Athletic Games.
  • Deal with any syndicated shows that are airing on KPSU.
  • Help to coordinate the syndication of KPSU for national distribution.
  • Collaborates with other student organizations and campus entities.
  • Act as liaison between the station and technical engineers, and will be the first person called in case of technical difficulties.
  • Monitor all KPSU programs for programming quality and professionalism.
  • Chair the Programming Team.
  • Responsible for checking program and transmitter logs monthly for accuracy and fulfillment of underwriting, public service announcements, contacting announcers who are in violation.
  • Copy and send original program and transmitter logs to KBPS on a monthly basis.
  • Produce a finalized schedule under a specific deadline every quarter, and will schedule announcers base upon input and direction from the Executive Team.
  • Responsible for contacting new and returning announcers for scheduling.
  • Consult with Station Manager on procedural and disciplinary issues.
  • With Station Manager approval, write and send disciplinary letters to announcers in violation of KPSU policy.
  • Responsible for scheduling fill-in announcers for rotating time slots.

Program Director

Duties and Responsibilities:

  • Directs volunteers wishing to promote and market the station.
  • Coordinates all new projects to promote KPSU throughout the PSU campus and the community and to recruit new students into KPSU.
  • Oversees the concert/show planning.
  • Responsible for maintaining up-to-date press packs.
  • Oversees volunteers working on KPSU web pages.
  • Chairs a weekly Promotion meeting for all interested volunteers.
  • Coordinates the production of all promotion materials which include: tee-shirts, bumper stickers, banners, print and cable TV ads.
  • Coordinates the selling and distributing of KPSU products.
  • Handle outgoing press releases and media contacts.
  • Direct mailing of station information.
  • Coordinates the production of a sixteen page newsprint KPSU Program Guide.
  • Coordinates the distribution of the Program Guide to over 200 locations in the Portland area.
  • Oversee the Show Committee in organizing concerts both on and off campus.
  • Maintain a media contact database.
  • Attend weekly staff meeting.
  • Meet every other week with the Station Manager to report all promotional and recruitment activities.
  • Plan strategies to recruit more student involvement, such as holding open houses and putting general meeting schedule in Vanguard calendar of events.
  • Coordinate co-sponsorship activities with other student groups and outside organizations.
  • Hold tables outside in park blocks during fall, spring, and summer term.
  • Organize Student Organization glass case once per term.
  • Represent KPSU at PSU New Student Orientation, Party in the Park, Earth Day, Art in Spring and Preview Day.
  • Collect list of names of students interested in becoming announcers to give to the Volunteer/Training Director.
  • Work with development director to promote annual pledge drive both on and off campus.

Station Manager

Educational Value The educational value for this position is .80. This position provides significant learning and growth opportunities in a co- curricular context that will expose the Station Manager to challenges in leadership development and team-building on campus and in the community. Through guidance and instruction received from the SALP and Faculty Advisors, the Station Manager will learn skills in budgeting, organization, time management, program development, communication, conflict resolution and critical thinking. The Station Manager will also master skills and gain knowledge in grant writing, FCC rules and regulations, negotiation, meeting management, interpersonal skills, networking with professionals in the college radio field, professional growth through conference attendance, and motivating peers in a professional setting.

Expectation of Time The level of expected time for this position is 1.0, which averages 16-20 hours per week. The position works irregular and inconsistent hours that will be determined by the needs of the various constituencies served. A minimum of five regularly scheduled office hours is expected and will be served at the discretion of the Station Manager. Satisfactory performance of this position will be judged according to the extent to which the duties and responsibilities outlined below are fulfilled, regardless of the number of hours actually worked.

Level of Responsibility This position will carry a .90 level of responsibility. The position impacts a large number of students at Portland State University. A large number of student employees, the student body and the community who participate in this program are affected by the actions of this position. The accountability is considerable. Because the radio station has relationships with the Portland Public Schools (KBPS) and the FCC, and is highly public, the consequences of weak performance are expanded.

Compensation: Stipend of $855/mo.

Duties and Responsibilities

  • Attendance at monthly cluster meetings.
  • Develops Student Fee budget in consultation with KPSU community and student members, and the SALP Advisor.
  • Accountable for the fiscal integrity of the KPSU budget, ensuring that funds are spent in the best interest of the general student body at PSU and in accordance with Student Fee guidelines.
  • Liaison between KPSU, the Student Fee Committee, KBPS, SALP and Faculty Advisors, and the community.
  • Collaborates with other student organizations and campus entities.
  • Responsible for overall station management, including personnel, on-air announcers, volunteers, events and programming.
  • Directs and coordinates all KPSU functional teams: programming, promotion, production, music, development, editorial, street and others as they are created.
  • Trains and schedules all personnel, reporting issues of performance to SALP Advisor.
  • Chairs all weekly staff meetings.
  • Approves all expenditures, underwriting contracts and copy, grant applications, and payroll.
  • Approves station handbook revisions and all team operating handbooks.
  • Generates station progress report for the campus community.
  • Keeps current with FCC rule changes, and communicates them to announcers and other radio personnel.
  • Communicates on a regular basis with Assistant and Team Coordinators.
  • Manages goal setting process and implements objectives with the assistance of station personnel.
  • Works closely with SALP Advisor on all matters as defined above.

Technical Director

The Technical Director will also learn skills and gain knowledge in FCC rules and regulations, artist relations, and networking with professionals in the music industry and in the college radio environment.

A minimum of 4-6 regularly scheduled office hours is expected and will be served at the discretion of the Technical Director. The accountability is very high because the consequences of weak performance are great for students and the community who participate in this program.

Compensation: Stipend of $475/mo.

Duties and Responsibilities:

  • Responsible for mixing of all in-studio performances not limited to just musical performances.
  • Handles any live sound reinforcement needs outside of KPSU, such as DJ in the Park Blocks or other live events. (Sponsored by KPSU and not under PMB).
  • Develop and maintain an up-to-date equipment operations manual and troubleshooting guide.
  • Research new equipment options, such as remote broadcasting and computer-aided database of music.
  • Implement new equipment as feasible.
  • Fix equipment within Technical Director's abilities, limited to non-FCC licensed equipment such as broadcast board, etc.
  • Maintain equipment on a weekly basis, insuring everything is in order and avoiding disruptions in programming.
  • Work with the contracted engineer to install or fix equipment as necessary.
  • Solicit used equipment from radio stations across the country to save KPSU money.
  • Responsible for monitoring broadcast and any correspondence with KBPS technical crew.
  • Coordinate with contracted engineer to maintain low-watt FM transmitter along with Smith Center intercom system.
  • Collaborate with Production Director to ensure optimal equipment functions.
  • Work in conjunction with the Production Director on any editing/production of prerecorded in-studios, interviews, etc.
  • Maintain accurate inventory for all KPSU equipment.
  • Organize and maintain equipment closet as necessary.
  • Attend weekly staff meetings.
  • Meet with station manager to report progress of goals.

Volunteer Director

The Volunteer Director will also learn skills and gain knowledge in FCC rules and regulations, interpersonal skills, volunteer management and networking with professionals in the college radio environment.

A minimum of 8 regularly scheduled office hours is expected and will be served at the discretion of the Volunteer Director. Because of the highly public nature of the radio station, the consequences of weak performance are great for students and the community who participate in this program.

Compensation: Level 3 Stipend of $525 per term for Summer, Fall, Winter, and Spring of the applicable fiscal cycle.

Duties and Responsibilities

  • Attendance at weekly staff meetings.
  • Update web database for KPSU members.
  • Track volunteer hours.
  • Inform KPSU members of volunteer opportunities.
  • Coordinate with teams to find projects that need to be accomplished.
  • Meet every week with Station Manager to report progress.
  • Help to create good communication networks between the KPSU Staff and the general volunteer population.
  • Establish outreach opportunities within the PSU community for new volunteer candidates.
  • Schedule an orientation session at least once a term.
  • Assign senior announcers with new members, apprentices.
  • Track progress of new members once every two weeks.
  • Administer and grade KPSU test at end of training.
  • Confirm that all members have met requirements to become contracted.
  • Assist Program Director with scheduling qualified new announcers for contracting.
  • Maintain accurate documents and records to insure consistency in the training program and to guarantee well qualified professional announcers on KPSU.
  • Schedule KPSU General Meetings every month for the first Wednesday at 6pm, and the first Sunday at 3pm.
  • Posts dates/times/locations for KPSU Monthly General Meetings online, around the station, and to the KPSU-DJ listserv at least one month in advance.
  • Give strikes to announcers who have unexcused absences from KPSU General Meetings.
  • Give strikes to announcers who have not completed ten volunteer hours per term.

Public File

The FCC requires each station to maintain a public file as proof of public service performance. The file may be view by anyone, upon request, during normal business hours at KBPS. The FCC will usually review the public file during an inspection of the station. Specific items that KPSU must include and forward to KBPS are:

A myriad of new ideas are generated by KPSU members who do not necessarily fit with our established teams and their respective missions. As such, members who which to pursue their ideas are encouraged to form a sub-committee under the Station Manager or appropriate team coordinator.

KPSU encourages all members to excel in an area of their choice. No member should feel isolated of uninvolved with the station.
